Funding for one-off DPs and PHBs

On 17th November 2022, the Department of Health and Social Care published details of its £500m fund to speed up hospital discharges during the winter.

In terms of the details:  Local authorities will receive £200 million the remaining £300 million will go to integrated care boards ("ICBs").  Funds will be distributed in two tranches - the first tranche (40% of the total allocation) will be in December 2022 and the second tranche (60% of the total allocation) in January 2023. The second tranche is contingent on receipt of an initial completed planning template (to be submitted by 16 December 2022) and meeting of the funding conditions.

The detailed guidance states that funding should only be used on activities, that "reduce flow pressure on hospitals...by enabling more people to be discharged to an appropriate setting, with adequate and timely health and social care support as required".

Roughly one year ago, we launched our 'one-off rapid payments' solution in direct response to NHS guidance.  A simplified version of Virtual Wallet, it enables ICBs and local authorities to collaborate to deliver one-off direct payments and personal health budgets efficiently, effectively and with the appropriate governance.  It is a low-cost and highly scaleable solution that can make a huge difference.

This new additional DHSC funding is a great opportunity for local authorities and ICBs to fund the costs of setting up a solution AND fund the operation of a rapid one-off payments offering to individuals needing just a little bit of creative support to return home.

The deadline for completing the planning template to obtain the second tranche of funding is 16 December 2022, so local authorities and ICBs need to act now.  PPL are standing by to help you build and launch a solution quickly.
